It was a ploy by many schoolgirls in the older days in an attempt to avoid having their knickers pulled down completely or at all; the latter seemed to work with this teacher was concerned. The cane should, in my opinion, be delivered on the bare backside and knickers removed completely so as to deprive the female any sense of modesty.

至 oldster_uk2 : Suspender belt should be under the knickers not over the top. This should be corrected before punishment so panties could be easily lowered during the punishment.
